Herbert Spiro was born in Hamburg. His Jewish family left Germany in December 1938, fleeing Nazi persecution.
He became a political scientist, joined the Department of State's Policy Planning Staff in 1970, and served as U.S. Ambassador to Cameroon and to Equatorial Guinea from 1975 to 1977.
