Alberto Fernandez came to the United States as a refugee from Cuba in 1959. He served in the U.S. Army before joining the Foreign Service.

Much of his career was spent in public diplomacy in the Arab world, with tours in Syria, Jordan, and Afghanistan and in Guatemala. He directed public diplomacy for Iraq, served as chargé d'affaires in Sudan, and was later Ambassador to Equatorial Guinea and Coordinator for Strategic Counterterrorism Communications.
